in Vietnam’s capital, Hanoi, which will take effect on July 1, 2026 has been softened.Based on the new law passed on Wednesday (26/11), plans for full restrictions have changed to partial ones.

explains the law states nine districts on Ring Road 1, which surrounds the city center, are designated as low-emission zones.Gasoline motorbikes can still be driven at this location but on a limited basis starting July 1, 2026.
However, the specific time for the ban on petrol motorbikes has not been announced.The nine districts include Hoan Kiem, home to the Old Town Area, a popular tourist destination, and Ba Dinh, where many embassies are located.

Vietnamese Prime Minister Pham Minh Chinh announced in July that all petrol motorbikes would be banned on the 7-kilometer Ring Road 1 by mid-2026.

After that, the local government plans to expand the ban to Ring Road 2 in 2028 and Ring Road 3 in 2030, along with the ban on petrol cars.
Vietnam’s Ministry of Transport has set a target for 30 percent of cars and 22 percent of motorbikes to be electric by the end of the decade.
This plan raises concerns about the lives of commuters who have been relying on petrol motorbikes.Hanoi is also said to lack sufficient charging infrastructure for widespread use of electric motorbikes.
The Vietnam Association of Motorcycle Manufacturers (VAMM) has called for a delay in restrictions on petrol motorbikes citing concerns over their impact on residents’ lives and local industry.
According to VAMM, 2.65 million motorbikes were sold in Vietnam last year.Honda Motor, which is estimated to have a market share of around 80 percent, will be the most affected by the restrictions.
In recent years, sales of electric motorbikes made by Vietnamese automotive group VinFast have increased.
