Operation Zebra
on 17-30 November 2025. This operation is being held throughout Indonesia with the aim of reducing the number of traffic violations and accidents as well as increasing awareness ahead of the Christmas and New Year holidays.
Kagops Korlantas Polri Kombes Pol Aries Syahbudin explained that Operation Zebra was an important part of preparations for Operation Candle.
“Operation Zebra is not just about enforcing the law, but also building public awareness to be orderly and safe on the roads,” said Aries at the Evaluation Meeting on the Implementation of Duties of the T.A. Gakkum Regident & Working Meeting.2025 in Bandung, gathered from the Korlantas Polri website, Thursday (13/11).

Apart from Operation Candle, Aries also said that Operation Zebra had the aim of responding to the results of an analysis of security, safety, order and smooth traffic (Kamseltibcarlantas) over the last three months.One of the highlights is illegal racing.

Later, all vehicles caught by the police will be recorded using the National Police Traffic Corps Operations Unit Information System (SISLAOPS) for a national database.This database is said to be able to be integrated with Samsat for the STNK renewal mechanism.
Manual ticket
Korlantas Polri assesses that the ideal traffic violation action currently is 95 percent using Electronic Traffic Law Enforcement (ETLE) and 5 percent manual ticketing.However, it is felt that the portion of manual ticket enforcement is still quite large in the field.
Aries said he wanted to increase the use of ETLE, while manual ticketing is only for areas where ETLE is not yet available or for handling violations that require the presence of the police.
“Yesterday I coordinated with the Dirgakkum. Ticketing can still be used, but the portion remains 95 percent ETLE and 5 percent manual, especially for areas that don’t have static ETLE or for violations that really need to be ticketed,” he said.
Aries also said that Korlantas Polri’s approach to law enforcement would be carried out in a humane manner.
“Vehicles that are incomplete cannot leave until they are completed. Even if it is just a warning, it must still comply with procedures. And this is what we will expose in the media so that the public knows our approach is educational, not repressive,” he said.
During the last three months, Korlantas Polri recorded 639,739 traffic violations in Indonesia.Most of the violators are aged 26-45 years and are predominantly motorbike users.
