Polda Metro Jaya said it was evaluating the Standard Operating Procedures (SOP) for vehicle withdrawals by debt collectors (
debt collector
) following many acts of violence, including the most recent beatings and riots which killed two people in the Kalibata area, South Jakarta.
Head of Public Relations of Polda Metro Jaya Police Commissioner Budi Hermanto explained that the incident in Kalibata on Thursday (11/12) evening started when a motorbike was pulled on the road.This incident sparked a dispute because members of the National Police at the location did not accept the act of removing the motorbike keys.
Two debt collectors, MET and NAT, were beaten to death.

Budi assessed that this incident could be used as evaluation material for financing (leasing) companies in implementing credit collection.

“This incident has become an evaluation for all ‘leasing’ financing to be able to regulate appropriate regulations,” said Budi in Jakarta, Saturday (13/12).
Budi said vehicle credit collection should be done using administrative channels.If the credit is problematic in the condition that the object of the fiduciary guarantee is registered, leasing is said to be supposed to call the debtor or discuss a settlement in the office, not force a termination on the road.
Apart from that, it is called a third party or anyone who receives a work order to urge the debtor to pay off or discuss it administratively at the office.
“It’s not taking or forcibly stopping customers on the street,” he said.
The act of stopping a vehicle, forcing the driver to get off and seizing the motorbike on the road is not a justified procedure.This practice, said Budi, often occurs because billing assignments are not always accompanied by a clear work order (SPK).
Polda Metro Jaya urges leasing companies to thoroughly evaluate the credit collection system, including ensuring that field officers have legality, understand the law and clear procedures.
Budi also appealed to the public not to be afraid to report if they experience forced collection, by contacting the police service 110.
“If the vehicle is forcibly stopped, please report it to Police Service 110,” said Budi.
