Motor Indonesia says the automotive industry needs stricter regulations between hybrid vehicles and plug-in hybrid electric vehicles (PHEV) to emphasize the differences between the two types of vehicles.
“And indeed we are currently waiting for firmer regulations on PHEVs, because this must look more different between a plug-in hybrid and a regular hybrid,” said Luther when met at Gaikindo Jakarta Auto Week (GJAW) 2025, ICE BSD Tangerang, recently.
According to Luther, this policy opens the way for many companies including BYD to introduce PHEV-based electrified cars in Indonesia.

“It is very possible that we will bring it in next year to complete the line-up. It will also be a solution for certain areas that may still be experiencing problems on the infrastructure side,” said Luther.

It could be said that the PHEV car category in Indonesia is not as special as battery-based electric cars, referring to government policy.
For example, now hybrid cars and PHEVs get a 3 percent luxury goods sales tax (PPnBM) discount incentive which will end at the end of the year.
Meanwhile, electric cars receive incentives in the form of 0 percent PPnBM provided they are produced domestically.Apart from that, there is a Government Borne Value Added Tax (VAT DTP) of 10 percent so that VAT is only charged at 1 percent.
Electric cars are also more special than hybrid cars because they are not burdened by Motor Vehicle Tax (PKB) and Motor Vehicle Title Transfer Fee (BBNKB).
Meanwhile, hybrid cars and PHEVs are still subject to VAT, PKB, BBNKB and opsen.
There are still other incentives that electric cars get, namely incentives for exemption from import duties of 50 percent so that it is enough to be taxed at 12 percent instead of the required 77 percent.The incentives for imports expire this year.
Then electric cars also get non-fiscal policies such as odd-even free.Meanwhile, hybrids and PHEVs don’t get it like conventional vehicles.
Furthermore, Luther said that BYD is one of the main players in the PHEV car industry.So it is very possible if they present a mobility solution in the country, apart from just offering battery-based vehicles.
He added that apart from being environmentally friendly, PHEVs can also be a solution during the transition period between conventional and pure electric vehicles or BEVs.
“Well, we are ready to bring it to Indonesia as soon as possible,” he concluded.
